This dedicated afternoon session hosted in the Pavilion, directly follows the high-level launch of the EU Ocean Pact in the Blue Zone (13:00–15:00), where top EU leaders such as Ursula von der Leyen and Emmanuel Macron are expected to speak.

It provides a space for in-depth presentations, technical showcases, and stakeholder engagement to explore the operational implementation of the Pact. Combining institutional perspectives from the European Commission with voices from the broader ocean community, the program is designed to translate political ambition into concrete action.

Observations for the Ocean Pact - EOOS

🕒 15:00–15:40

European Ocean Observing System - EOOS
This high-level session, led by key actors like EuroGOOS, FrOOS, and the European Marine Board, will highlight the critical role of in situ ocean observations in underpinning marine knowledge for the Ocean Pact and the EU Digital Twin Ocean (DTO). It includes expert talks and a moderated panel emphasizing the need for coordination, integration, and national collaboration.

Presentation of the EU Ocean Pact

🕒 15:40–16:00

the EU Ocean Pact will be presented in detail, beginning with a strategic overview by DG MARE. This will be followed by three interventions from DG DEFIS, DG RTD, and DG INTPA, each outlining their Directorate’s contribution to the Pact’s implementation.

DTO for the Ocean Pact

🕒 16:00–16:40

This session introduces the EU Digital Twin Ocean (DTO) and its operationalisation through EDITO2, with demos and a high-level roundtable.
Speakers from Mercator Ocean international, the Commission, and key marine research bodies will explore how the DTO responds to the Pact’s ambitions and how its architecture supports evidence-based decision-making.

The European Community engaged in the Ocean Pact


🕒 16:40–18:30

This stakeholder conference, hosted by Geneviève Pons and Catherine Chabaud, will focus on mobilising action across sectors in support of the EU Ocean Pact. The session will feature a range of short, impactful interventions highlighting concrete solutions and collaborations emerging from European initiatives

These include flagship projects supported by Horizon Europe, Interreg, and the Starfish Mission, as well as efforts in ocean literacy, citizen engagement, and sustainable blue economy—such as the Canopée vessel, Poiscaille’s responsible fisheries model, and innovations in marine renewable energy.

Civil society and governance actors will also share perspectives on strengthening EU maritime cooperation. The session will conclude with the launch of the European Ocean Alliance, marking a new step in uniting stakeholders around shared ocean goals.
